INTRODUCING RETIRED Sheriff, David F. Harvey

Sheriff Harvey was elected the youngest Sheriff in Florida history in 1976 and served 35 years as Sheriff in Wakulla County, Florida. He retired as Dean of the Florida Sheriff in 2011, an honor for being the longest serving Sheriff in recent Florida history. Among his many accolades, Sheriff Harvey was inducted into the Florida State Hall of Fame by Governor Ron DeSantis and the Florida Cabinet in 2022. Also, the Florida Sheriff's Risk Management fund 20,000 building in Tallahassee, Florida which serves as the headquarters for the Florida Sheriff's Insurance Programs sitewide


After leaving the elected office of Sheriff, the Florida Sheriffs Risk Management Fund drew from his experience as a founding Sheiff in 1978 and hired him as the first Executive Director of that Insurance Fund to bring operations fully inhouse from a previous third-party administrator. Five years later, with $70 million in annual premiums and $400 million in investable assets and mission accomplished, Sheriff Harvey again retired in December of 2016.


In 2017, Sheriff Harvey, with his independent, passionate, and entrepreneurial mindset, founded David F. Harvey and Associates, LLC., an umbrella company with expertise in technology, marketing, real estate, wealth management, and governmental consulting.

Steve casey

Steve Casey is currently the CEO of White Hat Associates LLC, a national consulting firm established to assist companies and associations operating in the public safety sector excel. In this role, he has been appointed as a senior advisor to several national associations and Fortune 500 companies.



Prior to creating his company, he served as the Executive Director of the Florida Sheriffs Association for 15 years and worked in public safety at the city, county, and state levels for over 30 years. During his distinguished career, Casey served as:


  • Executive Director of the Florida Criminal Justice Executive Institute at the Florida Department of Law Enforcement
  • Deputy Secretary of the Florida Department of Juvenile Justice
  • Director of Security for the Florida Lottery
  • Special Agent Supervisor with the Florida Division of Alcoholic Beverages & Tobacco
  • Police Officer for the City of Chipley


In addition, he served as a member of the Florida Violent Crime and Drug Control Council, the Florida Supreme Court Taskforce on Treatment-Based Drug Courts, the Florida Criminal Justice and Juvenile Justice Information Council, and the Florida Criminal Justice Standards and Training Commission Regional Council. He has also been active in civic and community organizations, including the Rotary Club of Key West and the Key West Salvation Army Board of Directors.


Casey earned a master’s degree in management from Troy University and is a graduate of the FBI National Academy (163rd session), the Harvard University Senior Executive Program for State and Local Government, and the Florida Criminal Justice Institute Chief Executive Seminar (#41).


He and his wife Diane have four children and three grandchildren. They are members of the Tallahassee Heights Methodist Church and Element 3 Church in Tallahassee, FL.

INTRODUCING Stephen r. Winn

Stephen R. Winn has been a fixture in Tallahassee for over fifty years. Throughout his career, Steve has played an integral role in shaping public policy in Florida, serving a diverse clientele on an array of policy issues of importance in the day-to-day lives of Floridians—ranging from health care to law enforcement policy. Representing organizations such as the Florida Osteopathic Medical Association (FOMA), Regis House, Inc., the Florida Hearing Society, the Vietnam Veterans of America Chapter 96, and companies such as GlaxoSmithKline, Goldman Sachs, the City of Miami, and several hospitals, Steve has a unique insight into legislative issues and the state’s colorful political history. An outstanding networker and communicator, much of his success stems from his ability to develop lasting relationships and build consensus on critical issues.


Like his father, the beloved former State Senator Sherman S. Winn, Steve has a strong sense of civic duty and believes in giving back to his community and those in need. The Winn family’s compassion for people with disabilities runs deep. Steve had a sister with disabilities, and his father championed many programs supporting this community, including establishing The Patricia Lee Winn Assistance Emergency Fund to help Special Needs Young Adults. Often without being asked, Steve reaches out to individuals in difficult situations to offer sincere assistance, helping countless people navigate life’s most challenging moments.


Steve also dedicates time and resources to charitable organizations. One dear to his heart is the Tallahassee Quarterback Club Foundation, which, in coordination with legendary NFL Hall of Famer Fred Biletnikoff, provides generous college scholarships to high school students who overcome significant personal challenges to achieve academic success. Steve was recently honored with the designation of Tallahassee Quarterback Club Foundation Life Trustee for his many years of commitment.


In support of the regional community, Steve has served as a Board Member of American Commerce Bank and was a founding member of First Bank of Tallahassee, where he also served as Chairman of the Board from 1993 to 1994.



Steve currently serves as Executive Director of the Florida Osteopathic Medical Association (FOMA), a position he has held since 1984. FOMA represents osteopathic physicians and advocates for sound public policy to ensure Floridians have access to quality, patient-centered health care services. Steve began his career with FOMA 49 years ago as a lobbyist and has since played an integral role in expanding membership, enhancing member services, developing strategic partnerships, increasing legislative visibility, and strengthening the organization’s financial stability. In recognition of his dedication, in 2023 the American Osteopathic Association honored him with the AOA Individual Excellence in Advocacy Award for his commitment to public policy advocacy on behalf of the osteopathic profession.


In addition, Steve serves as President of Stephen R. Winn & Associates, a Tallahassee-based governmental and public relations firm.

After graduating from North Miami High School, Steve attended Florida State University (FSU), where he earned a B.S. in Hotel and Restaurant Management with a Minor in Military Science. While at FSU, he served as Student Body Vice President and Student Senator and was a distinguished military graduate, serving as a First Lieutenant in the U.S. Army from 1967 to 1969.


Steve is a member of the Florida Health Insurance Study Advisory Council, the Republican Presidential Task Force, the American Osteopathic Association, the Association of Osteopathic State Executive Directors, and is a former member of the Board of Governors for the Florida Medical Malpractice Joint Underwriting Association. He is also a member of the University Center Club, FSU Golden Chiefs, FSU Alumni Association, and a Past Chairman of the Board of Directors of the Tallahassee Community College Foundation.

Dennis continues to serve as a trusted expert in the public safety and defense industries, integrating advanced technologies and training systems into law enforcement and military operations to ensure better-prepared officers and soldiers.


After earning his certifications as a Master Instructor in high-liability disciplines and becoming a Special Impact Munitions Specialist, Dennis remains a dedicated advocate for the professional development of law enforcement and defense personnel.

DR. Randy Nelson

Dr. Randy B. Nelson has served as the President of 21st Century Research & Evaluations, Inc., since its founding in 1997. He most recently served as the Director of the Bethune‐Cookman University Criminal Justice Administration Graduate Program and Center for Law & Social Justice within the College of Liberal Arts from 2014 to 2023. Dr. Nelson’s educational background includes a bachelor’s degree in Sociology from Eckerd College, a master’s degree in criminology from the University of South Florida, and a Ph.D. in Criminology from Florida State University. His academic and professional career has focused on developing and evaluating delinquency prevention strategies to address the problems negatively impacting disadvantaged communities. Dr. Nelson has an extensive history of working with non‐profit faith‐ and community‐based social service organizations to develop and effectively achieve their programmatic and outcome goals. Through his work, Dr. Nelson has been able to influence various evaluation projects throughout the state of Florida.


As a result of his well‐documented evaluation of the Florida Department of Juvenile Justice's Hillsborough County Disproportionate Minority Confinement Pilot Project, the Florida Legislature funded other disproportionate minority confinement projects throughout Florida. Dr. Nelson has secured over $6 million in state, federal, and private funding to address racial disparities in Florida’s criminal/juvenile justice, education, dependency, and health systems. Dr. Nelson founded the Situational Environmental Circumstances (SEC) Mentoring Model, designed to meet high‐risk Black males' unique educational, social, and emotional needs. The 2013 Florida legislature provided funding for the SEC program as a down payment towards changing the trajectory of Black males in Florida. The funding of the SEC program served notice that Florida’s consistently low graduation rates and high incarceration rates for Black males are unacceptable and unsustainable. The core foundation of the model involved selecting Black male undergraduate students to mentor at‐risk 3rd–5th 5th‐grade Black male students attending low‐performing elementary schools. The mentors and mentees typically share similar family, socioeconomic, community, and educational backgrounds. This allows mentors to provide their mentees with real‐life examples of academic achievement and the tools needed to overcome social and educational obstacles. The program was initially implemented at Florida’s four Historically Black Colleges and Universities (HBCUs) –

Bethune‐Cookman University, Edward Waters College, Florida A&M University, and Florida Memorial University. The University of Florida served as the lead research institution and one of the program sites. In 2016, Florida State University, University of Central Florida, St. Petersburg College, Palm Beach State College, and Pasco Hernando

State were added as SEC program sites.


Dr. Nelson is a nationally recognized law enforcement training consultant in community policing and engagement strategies. As the coordinator of the Florida Historically Black Colleges and Universities (HBCUs) Law Enforcement Training & Recruitment Symposiums, he has worked collaboratively with the Florida Sheriffs’ Association, Florida Police Chiefs Association, and the Florida State Conference of the National Association for the Advancement of Colored People (NAACP) to host law enforcement and community engagement town hall forums across the state. Dr. Nelson has also collaborated with representatives of the National Basketball Association (Orlando Magic, Charlotte Hornets, and Houston Rockets), National Football League (Jacksonville Jaguars), Major League Baseball (Tampa Bay Rays), and local law enforcement to promote innovative training and engagement activities aimed at strengthening law enforcement and community relations, thereby increasing public safety. Dr. Nelson has authored over 50 technical reports and research publications and presented at numerous state and national conferences on effective strategies for engaging disadvantaged communities. His work experience includes employment with the Florida Department of Corrections, the Florida Department of Juvenile Justice, and the Florida Legislature. Dr. Nelson also held teaching positions in the criminal justice programs at Florida A&M University and Florida State University.
